About AB 83

US Code clearly prohibits foreign money in US electionsCitizens United v FEC opened our elections to foreign money and influence through foreign investors who now hold over 40% of all shares in US corporations.  The result has been precisely what our founders feared.

This bill became law in Minnesota on May 5th, 2023, when Governor Tim Walz signed the Democracy for the People Act. And the bill just passed on the ballot in Maine.

The Minnesota Legislature voted to #CloseTheLoophole Citizens United created for giant U.S. multinational corporations with billions in investments from foreign governments and foreign businesses from spending any money in Minnesota elections!!

It is estimated that under the provisions of this model legislation 98% of the S&P 500 US corporations will qualify as "foreign influenced" and will be unable to spend a penny in Minnesota. 

California should be more like Minnesota and Maine!

52 U.S. Code § 30121. Contributions and donations by foreign nationals 

(a) Prohibition It shall be unlawful for— 

     (1) a foreign national directly or indirectly, to make—

          (A) a contribution or donation of money or other thing of value, or to make an express or implied promise to make a contribution or donation, in connection with a Federal, State, or local election:

          (B) a contribution or donation to a committee of a political party; or

          (C) an expenditure, independent expenditure, or disbursement for an electioneering communication (within the meaning of section 30104(f)(3) of this title): or

     (2) a person to solicit, accept, or receive a contribution or donation described in subparagraph (A) or (B) of paragraph (1) from a foreign national.

"The notion that Congress might lack the authority to distinguish foreigners from citizens in the regulation of electioneering would certainly have surprised the Framers, whose obsession with foreign influence derived from a fear that foreign powers and individuals had no basic investment in the well-being of the country." - Justice John Paul Stevens in dissent, Citizens United v Federal Election Commission (2010).
